Add README.uk-UA.md with full Ukrainian translation following the 2019 Ukrainian orthography rules. Update language navigation links in all existing README translations (en, es-ES, pt-BR, zh-TW).
Translate what_is_python.md and python_syntax.md to Ukrainian, and update links in README.uk-UA.md to point to the translated versions.
