Document commit messages and concurrent publishing

Summary

Documents two user-facing behaviors shipped in mintlify/server#4357 (editor publish and create PR endpoints):

• Commit messages: The editor now auto-generates commit messages summarizing edits and respects repository commit message format rules. Users can customize the message before publishing.
• Concurrent publishing: Only one publish can happen per branch at a time. Users see a message if another publish is already in progress.

Updates editor/publish.mdx with two new subsections under "Publish your changes".
