Summary
This PR upgrades the ESLint packages to ESLint 10. I followed the migration guide.
At the moment, applications that use our packages that upgrade to ESLint 10 are not working properly. We want to address this so that people can upgrade our package at the same time as they do their ESLint upgrade.
