HDDS-14633. ozonescripts/test.sh fails with image already exists

What changes were proposed in this pull request?

Fix acceptance test failure:

Executing test ozonescripts/test.sh
...
target scm: failed to solve: image "docker.io/library/ozone-runner-scripts:20260206-2-jdk21": already exists

It started failing after GitHub runner update from 20260201.15 to 20260209.23, which also upgraded Docker.

Thanks @adoroszlai for resolving the image conflict in ozonescripts and ozone-om-ha.

It would be good to update the PR title as it only mentions ozonescripts but the fix actually addresses both ozonescripts and ozone-om-ha envs.

ozone-om-ha has been disabled for a long time, I updated it only to avoid surprises if someone tries to enable it in the future. The failure currently only happens with ozonescripts.
