Updates this release train to 807.0.0 and publishes a patch release of @metamask/bridge-controller (66.1.1) with a documented fix to return a 0x-prefixed hex string from formatChainIdToHex.

Bumps @metamask/bridge-status-controller to 66.0.2 and updates @metamask/bridge-status-controller and @metamask/transaction-pay-controller dependency ranges to consume @metamask/bridge-controller@^66.1.1 (and bridge-status-controller@^66.0.2 where applicable), with corresponding yarn.lock updates and changelog link/version entries.
