Remove passlib #15405
Description
passlib's last release was over five years ago, which is highly problematic for a security-relevant library like this. It's also relying on pkg_resources, which has been removed from Python a while ago and was also dropped from setuptools with release 82.0.0. This means using this library, as well as maintaining the stubs in typeshed, will become harder and harder over time.
I suggest we remove the stubs from typeshed.
