Fix clang-tidy checks

The github action check for clang tidy even though executing is not working properly. Sometimes it doesn't even fail on errors, and it never pushes any comments. At the moment of integrating the check it was working properly so some changes to configuration must have break it. I was experimenting already with various fixes on #60 , but with only one result: the comments are showing up on source files. The checks on header files are still omitted. We need to investigate it further to enforce the style automatically but for now rely on manual linting and formatting.
