[Feature Request] Support for the ESP32-C3-WROOM-2-N4

Any issues with me adding the ESP32-C3-WROOM-2-N4 device type? It is the less expensive RISC-V counter part of the ESP32-S3. I have a bunch that I was planning on using to make metastatic nodes with.

we already have xiao esp32c3 support - you can just re-pin it in platformio.ini and it should work.
