CI could be split up to be faster

Right now CI takes ~30 mins. It should be possible to make it faster by splitting up wasm component builds and Python SDK in clever ways with caching and uploading artifacts

With #11, i've got ci down to about ~11 mins. Now that python is sharing the workspace, we can probably split it into its on job and maybe get faster speeds

adding windows slowed things down alot. Need to consider ways to speed it up
