Raw ASCII DEL allowed in path/query of URI

Hello, since https://github.com/hyperium/http/pull/715, the http crate now allows raw UTF-8 in the path/query of a URI.  OK, sure.  However it also allows a raw DEL character (codepoint 0x7F).  Is this intentional?
