Noticed the Environment Loading (x skills) is taking a long time running time over 3 mins #2480

Describe the bug
Yesterday (April 1st) was running Copilot CLI version 1.0.14.
Today (April 2nd) is running Copilot CLI version 1.0.15.
Version 1.0.15 added the MCP registry policy check (api.github.com/copilot/mcp_registry). Version 1.0.14 didn't have this check.
and this registry is returning 404 which appears to be causing the loading

Steps to reproduce the behavior
seen when copilot loads with a number of mcp servers configured, I am using Aspire and Playwright
Expected behavior
expecting to load environment quickly
Additional context
I was attempting to start a new project with copilot from an empty folder.
when loading a project that is already started, it loads quickly.
