publishing packages without bloom #127

Description
I haven't found documentation on this, so this issue is essentially asking for this being documented.
Currently, all packages in RoboStack are from bloom release repos, either synced automatically, or via the manual database at rosdistro_additional_recipes.yaml.
Is there a way you can release a package to RoboStack, without going through bloom? I envision, this should be somehow possible like on conda-forge. Can someone please document the process?
